NOTICE OF PROTEST
Notice is hereby given that on Thursday, October 31, 2024, at 9:00 am, the Yolo Local Agency Formation Commission (LAFCo) will conduct a Protest Hearing at the Yolo County Board of Supervisors Chambers, 625 Court Street, 2nd Floor, Woodland, CA to consider the following matter:
PIRMI Area & Sports Park Reorganization to the City of Woodland (LAFCo # 24-01)
The above proposal was conditionally approved by Yolo LAFCo at a noticed hearing held on September 26, 2024. The proposal involves annexation of 12 parcels (and neighboring railroad right of way) totaling 128+/- acres to the City of Woodland and concurrent detachment from the Springlake Fire Protection District (because fire protection and emergency response jurisdiction will transfer to the City). The PIRMI area (88+/- acres) includes 12 parcels (including the Pacific International Rice Mills, Inc., or PIRMI) surrounded by I-5 to the north, Kentucky Ave. to the south, East St. to the east, and including the Union Pacific railroad (UPRR) right of way on the west, and includes the following Assessor Parcel Numbers (APNs): 027-340-005, 027-340-008, 027-340-010; 027-340-020; 027-340-022; 027-340-027; 027-340-033; 027-340-034; 027-340-035; 027-340-037; 027-340-038; 027-340-039; and the two adjacent UPRR right of ways which have been assigned a portion of APN 027-340-099. The Sports Park area (40+/- acres) includes 1 parcel, APN 041-080-002, immediately east of the Woodland Sports Park. The proposal was initiated by the City of Woodland to allow the City to realize certain tax benefits and guide future development in these areas. The terms and conditions of approval require LAFCo indemnification and payment of any processing costs prior to completing the reorganization. The City will zone the PIRMI area Industrial and Flood Study Area and the Sports Park area as Public/Quasi Public. The detailed resolution can be referenced at www.yololafco.org/notices.
The purpose of the Protest Hearing is to allow landowners within the affected territory the opportunity to submit written protest to the proposal.
Written protests must be filed with LAFCo before the conclusion of the protest hearing. Written protests may be submitted to the LAFCo Offices by mail, e-mail, or hand-delivered, so long as received by LAFCo at 625 Court Street, Suite 107, Woodland, California 95695 by 3:00pm on Wednesday, October 30, 2024, the day before the protest hearing. All other written protests must be hand delivered to LAFCo staff at the Protest Hearing at the Board Chambers before such hearing is closed. Each written protest shall identify the property location or assessor's parcel number(s) (landowner) and be signed and dated. All signatures must be dated after the publication of the protest hearing notice on October 9, 2024, per Government Code 57051. Only valid protests will be considered.
